The Safety Management System regulations (Part 140) were promulgated by the Minister of Transport on 30 June 2012 and came into effect on 1 August 2012. This means that SMS is now enforceable and all aviation organizations are to ensure that their SMS manuals are approved and that their SMS is fully implemented by 31 July 2015.
The overall aim is to improve safety through proactive management rather than exclusively through compliance with regulatory requirements. The goals of SMS are to increase industry Accountability, to instil a consistent and positive safety culture, and to help improve the safety performance of aviation organisations.
- In all cases, the SMS shall apply to the organisation as a whole, and not to discrete entities within it.
- SMS should be tailored to the organisation.
- SMS is a tool with which to manage safety - It is not a substitute for compliance with regulations.
