How does the appeal process work in this arrangement? Is industry going to appeal RAASA decisions to the Commissioner?

Answer

The Administrative processes are governed by the Civil Aviation Regulations, and aligned with the Promotion of Administrative Justice Act 2002. Various appeal processes are provided for in the regulations, and these will be applied.
